I made a really cool slouchy hat using that technique. You do it at an angle (inc on one edge and decrease on the other), then add a ribbed cuff and pick up the top edge to knit a small bit to close it all up. It was one of my first ribber projects (that I actually finished) and I always wanted to give it another try. But that looks like it'd be a neat skirt...
